From the one who posted it originally (and I bet he's regretting it):
 
Thanks to those who noted the mistake in the subject URL which I posted
late last week.  The URL should have been http://toponym.dma.gov/.  But
please read on.
 
The above URL is the ultimate location of the GEOnet Names Server.  As an
intermediary step the GNS is now accessible at http://164.214.2.50/.  I
tested this location this afternoon and successfully logged on using
"guest" as the user ID and password.
 
Please accept my apologies; we pledge to test future URLs prior to
posting.
