Yes,  partially, I have locked up at least one copy of every edition of
Utah and adjacent state topos.  They are locked in a Planfile vertical
topo map case which is kept in patron view with a sign on it saying,
"Historical Topo Collection."  People are not allowed to browse it, they
must know what they want from it and then the map/docs reference
staff recover the item.  We try to keep a copy of every edition
in the regular map cases, too.  If we don't have an extra copy, we
make one with our full format copier at the expense of the
library's preservation copying budget.  This copy is then put with
the rest of the circulating "regular map case" topos.
