I have used the program "The Brain" with considerable success,

help you.  Look at
http://www.lib.berkeley.edu/WRCA/cachecreek/thesaurus/ for its use at
the public level.  The basic program is free and is easy to use and
allows dynamic graphical display of all hierarchial and lateral
displays.  I think they have user introductory webinars on Fridays.  You
