LETTER FROM PANEL CHAIR TO FDLP CONSTITUENTS


I am writing to request your input in connection with a
Congressionally-mandated study of the U.S. Government Printing Office
(GPO).  Specifically, Congress directed the National Academy of Public
Administration (the Academy) to conduct a broad study of GPO's
production, procurement, and information dissemination operations,
including the Federal Depository Library Program (FDLP), and to identify
any cost-saving options beyond those that GPO has already implemented.

The Academy is a non-profit, non-partisan, independent coalition of top
public management and organizational leaders that tackles the nation's
most critical and complex challenges. With a network of nearly 700
distinguished Fellows from all levels of government and across sectors,
as well as an experienced professional staff, the Academy is uniquely
qualified and trusted across government to provide objective advice and
practical solutions based on systematic research and expert analysis.
Established in 1967 and chartered by Congress, the Academy provides
expert and timely advice to a wide array of senior officials, and is
committed to improving government performance.  The Academy has convened
a Panel of Fellows to conduct the review of GPO, including the FDLP.

Established by Congress to provide the American people with access to
government information, the FDLP is central to GPO's information
dissemination mission.  FDLP libraries are the primary mechanism for
ensuring equal access to information through free and unrestricted
public use.  While our initial interviews suggest that changes are
needed to protect these values while also moving the program forward in
an increasingly digital environment, there does not appear to be
consensus among the library community regarding the current state and
strategic direction of the program.

To help identify the core issues and gather strategic ideas, we seek
your participation via this short survey.  We hope that a diverse group
of FDLP constituents who have a vested interest in the program will
respond.  We are aware that GPO is currently conducting its own project
to assess the current needs and future direction of the FDLP for both
individual and state libraries.  Our survey is separate and independent
of the GPO effort, and the results will be analyzed independently of
GPO's review to support the development of our study findings and
recommendations.  GPO may, however, choose to consider the summarized
results of our survey in developing a conceptual framework for the program.
