I thought it was still available via their new rasterroam (Which I
immensely dislike).

The vmap1 data is available via

Where XXXX is the tile number.
In any event the VMAP1 is pretty worthless since it is
incomplete/patchy. VMAP0 on the other hand can be very useful.

Also look at the Global Map project (www.iscgm.org) for 1:1 million
scale for ~126 participating countries.

In any event I have all of the vmap0 (4 tiles)/vmap1 (which was
released) locally which I could upload to you somewhere should you
desire.

P.S. seriously, don't waste your time with vmap1 unless you _KNOW_ your
area of interest is inside its coverage. Offhand, the only thing
remotely useful may be coverage for most of japan (bit of south is
missing). Everything else is like.. whee.. a tile here.. a tile there..
