The Annual Report of the Department of the Interior, published separately and as part of the U.S. Congressional Serial Set, contains many maps of various Hawaiian Islands from around that time. I don't know if they have the information your patron is looking for. Do you have electronic access to either the LexisNexis or Readex Serial Set and Maps?
