An authoritative international boundaries source appears to be
problematic; see:

http://www.fgdc.gov/participation/coordination-group/meeting-minutes/2006/october/boundaries

The international boundaries of the original Digital Chart of the World
(Vector Smart Map Level 0) appear to be of about the right vintage
(~1992) ; see:

Hello,

I'm trying to find a copy of country boundaries for the entire globe,
circa 1900, in a digital format (preferably an ESRI format). Various
historical paper maps are available for purchase online, but I've been
unable to locate any clearinghouses or libraries that contain such maps
in
digital form. Does anyone have any suggestions?

Thanks very much for your help.
