just a reminder, the Cartographic Users Advisory Council

agency liasons drawn from each map librarian organization and will be
meeting with federal agency representatives May 2 - 3.

It certainly should be possible to issue a request for maps based on
geographic coordinates and state that the purpose of using the maps is
the demining project referred to.  That wouldn't require the use of the
index.

This doesn't just apply to maps, BTW.  Several people have told me that
they've been denied access to satellite images in spite of the fact
that the requests were made by the AGENCY with whom they have
contracted to provide some sort of work product.

Maybe some kind of mechanism with a specific path for granting/denying
approval needs to be developed so that all government agencies would be
in conformance with what NIMA's said should be done.  It seems to me
like that would be a VERY useful project for librarians and their
clients to work on cooperatively with the federal agencies involved.

I don't know that "chilling" is the right word to use on situations
like this, but I sure don't like the idea of  not being able to do
whatever legitimate work
people do because somebody's arbitrarily decided that EVERYTHING less
(or more) than a particular scale will not be accessible to people, in
spite of the fact that I also understand the legitimate concern for the
military's operational advantage.

Dunno whether this helps or hurts, but it's my $0.02 on the matter.
