From the first dilibri.de link you referenced, I would agree that it's
81 sheets (Bl.= Blätter), plus the reference map on the inside cover.

Anmerkung- Hier: 19 Bl. aus dem Rheingebiet, nebst Übersichtskt.;

Note- Here: 19 pages from the Rhein area, together with a overview
map; Regional atlas of the Rhein area

I counted from the PDF 21 maps in total. One of these is a key map.
