     Mysterious no more!  A sample 1:100 000 sheet of the 'Mapa
     topograficzna Polski' of 1990 in RGS Map Room quite clearly states (on
     verso, where are the conventional signs) at the bottom (but without
     the diacriticals, if you will excuse such an omission):
 
     Liczba pod nazwa osiedla oznacza ilosc mieszkancow w tysiacach [ = The
     figures under the names of places signify the numbers of inhabitants
     in thousands]
 
     Doubtless a similar statement is to be found on the pre-WW2 maps (or
     in the accompanying Survey & Mapping Service's booklet), but I don't
     think I need to look further?
