I haven't had a chance to follow this through, but looks like Dr.
Brandon Plewe at Brigham Young University has a project underway to do
just what you are seeking:

Hi All,

Does anybody have experience in using jpeg2000 images or CONTENTdm
images in a GIS?  If so, what GIS software was used?
