We charge $.01 per square inch to print a map, which works out to about $6-7
for a topo sheet. We also limit the number of maps we'll scan and/or print
for a patron to 10 per day or 25 per week - this restriction was instituted
after some yahoo wanted us to copy our entire 200+ sheet set of Panama in a
day (not physically possible on our plotter even if we were willing to do
so).

You mention that your print costs are less than $1 per sheets without
labor (I assume a 1:24k topo sheet). What do you include in that
cost figure? What kind of printer are you using? $1/sheet seems
quite low when paper, ink, printer replacement cost, maintenance, etc.
