A customer from my local map shop wants to know:

"The problem I raised with you was when the British Empire started to be coloured red on maps of the world. Was this just a 'local' rule for English map and atlas makers? Was there an international agreement? I haven't been able to locate student atlases from the 19th century."

Can anyone help on this?
