I've never heard of a tool or device created/invented for this purpose,
but it would be great if it happened!

As someone with lower back (disc) problems the only way I will dig out a
folder at or near the bottom of a given drawer is to first remove those
folders above it one at a time. Naturally, 9 out of 10 times what one is
looking for also is in a bottom or near-bottom drawer, so kneeling down
and proper lifting technique is critical. I always cringe when I see
someone bending over from the waist to lift these heavy folders out of
drawers!
