MapInfo dealer in Delhi, India provides the digitasl outline of states and
district level maps of India at 1:1mil. I do not have the Delhi address, but
a query at teh MapInfo head office should be able to suffice.

Clip art maps from Cartesia generally include provicial-equivalent
boundaries for most countries.  I had a project last week that required me
to go through their maps of 11 European countries rooting out this data
layer.
 
These are vector files, but they are "illustration" type, containing no
georeferencing or geodetic control.  I'm not sure what application your
patron has in mind.
