Years ago I heard of a plan to make a large portion of(what is now) the
former Soviet Union an artificial sea.  The plan was to flood a large,
mostly flat area in the north.  The government lost interest when
petrolium was discovered throughout a large portion of the area that
would be underwater.
 
Does anyone have a map that shows the area that would have been flooded?
A topo map or DEM would be good.  Even a gif or jpg showing the area
would work.
 
If anyone can point me to a source for a map showing this information,
I'd appreciate it.
