Hi,
 
I've been asked to recommend software for "creating maps of international
locations" on a home computer.  The inquirer does a lot of genealogical
work in her retirement, does not live near to an academic map collection of
any considerable size, does not want any software that is extremely
complicated to learn, but occasionally would like to be able to create maps
of international locations that correlate with the research she is doing.
 
She is very aware of many good web sites with maps, but they don't allow
for "custom-making" maps of exactly what she wants.  Can anyone suggest
software that would best meet this person's requirements using only her
home computer and her personal budget (rather than a library budget) to
purchase the software?
