Guia Roji has got a CD-ROM with scanned pages of their Mexico City book of
1997 (=pretty old), but that's completely useless, as it is very expensive
and nearly impossible to extract the files to a usable raster file (Guia
Roji is pretty arrogant in giving permits for scientific use anyway and
always wants to charge a fortune).

INEGI has a 1:10,000 data set available as digital files - unfortunately I
don't know which file format they have, but should be some GIS readable
format. It's seems a bit expensive to me, as they charge for set of blocks
(BTW, outside the U.S. something like "free of charge" doesn't exist
anywhere in the world). More information at <http://www.inegi.gob.mx>.
However, it's without a doubt the most reliable, useful, and the only
available data set I know of.
