There's also the following website from Houghton Mifflin Harcourt has outline maps that can be used for personal and classroom use -- http://www.eduplace.com/ss/maps/.

Question:

In this new digital era, is there an electronic equivalent to those old
paper base maps that we used to hand out to students for use in their
class projects?  One would want no restrictions over copyright in
copying and using such items.  Is something out there for free on the
Web, or at least for a reasonable cost for access?
