Brian,

Sure sounds to me like the term "hachures" is being used incorrectly in
your instance, though they don't necessarily have to be used only in
mountainous terrain. Hachures, even widely-spaced, can represent
individual high points such as hills in a mostly-flat terrain area also.
However, I cannot imagine hachures being employed to show elevation in
the Everglades area of Florida unless individual mounds are shown that
way. The symbols used on maps to show marshy areas or wetlands like the
Everglades don't relate to elevation representation at all so I don't
know what those are called.
