It's been very useful to read how different
map libraries are handling this.

The way it's done here - University of
California policy is that non-UC users,
and UC users working on non-UC projects,
must pay for the cost of labor plus overhead.

Of course there are exceptions to this;
anyone can visit the library and read items
that are in open stax.

So the Map and Imagery Lab
has set up rates for various non-UC services;
we do that by doing x number of whatever
the service is (e.g., scanning air photos)
and then figuring out how much of what
different persons' time it takes to do the work.
The financial officer has the Excel spreadsheets
set up - I just have to fill in the text and the
percentages, and he fills in labor/benefits
and gives me cost.
We're still working on our large-format-map-scanning
costs - basically, though, will be the same as
the scanning of large-format air photos, at
least until we see large differences in time taken
to do the work. No charge to UC users (although if the person
needs a printout on the plotter, it's about $10 a square foot).
