That's a good question.  If you get a good answer to this
please post it for all to see.

This sight will convert T/R to lat/long for some areas
in the US:

Unfortunately, it does not cover my area (MO) and it's
accuracy may not meet your standards.

I recently wrote an Excel spreadsheet that gives the
7.5' topo name for a lat/long.  I plan to expand it to
the whole USA soon (can easily be done, at least for
states that have full 7.5' topo coverage).  If you need
this spreadsheet I can send it to you.  Just state your
Excel version number.
