It's a standard mathematical convention.
When we give co ordinates, whether on a map or a graph, we use the
convention (x,y) where x is along the bottom and y is up the side fomr the
origin.
Latitude is measured from the equator (0 degrees N or S) and Long from
Greenwich.
So from cartesian mathematics and graphs like you all did in school, so
long. then lat.

With any graph, the main variable is along the x axis, and the secondary one
on the y, hence reading x first.
