This talk is based on research done by the author and funded by FEMA (the Federal Emergency Management Agency), MCEER (the Multidisciplinary Center for Earthquake Engineering Research) and the NJSP-OEM (New Jersey State Police - Office of Emergency Management - Office of Emergency Management). Michael W. Tantala is a Ph.D. candidate in the Department of Civil and Environmental Engineering at Princeton. He has his M.A. and M.S.E from Princeton and his bachelor's from the University of Pennsylvania.
