Although maybe the original message was a little fuzzy on scales were denied, my guess is that the researcher had been using the 1:50,000 AMS/DMA maps of foreign areas, which, I believe, were never officially available to civilians. The indexes take up about 20 huge sheets to cover the world. Do you know of many or any libraries that have these (or at least that didn't get them through some under-the-table connection)? Although there are a few countries now available at this scale, most areas are still supposed to be DOD use only, as far as I know. Out of curiosity, what's the status of the restrictions placed on 1:250,000 JOG's distributed to depository libraries in the 1980s-1990s? Any listing of which sheets, if any, are still restricted? I don't think I heard a definitive statement on this ever.
