I haven't checked to see whether what you asked for is present, but aside from facsimiles of Ptolemy, it, or an Ortelius atlas are the most likely. Later, more detailed maps are available in early editions of Blaeu atlases. There may also be something in the series of dutch wall maps published in bound facsimiles edited and annotated by Gunther Schilder. I did just check the web and found one volume of Monumenta Cartographica Neerlandica contains or discusses a map of France but otherwise the country seems to have been overlooked other than in maps of the continent of Europe. Best example might be in volume 4: "Single-sheet maps and topographical prints published by Willem Jansz. Blaeu III. Descriptions of the reproduced prints and maps 11. Map of France, 1607 Map volume: Blue cloth portfolio, bound with gold imprint. Format 410x580mm/ 16x23inch. 120 grams paper [cream coloured] 23 maps printed on 37 sheets." You may already have tried all of these and if so I know of a small facsimile travel book which I didn't notice in the list of TOT facsimilies. I can't recall the title but do remember being amazed at what was shown on the maps.
