The county boundaries are on the ArcGIS data disks (one for "World and Europe"). The only place I know of for electoral boundaries is the UKBorders project in Edinburgh. There are restrictions (just like our DLI), but they may be able to get you in contact with someone who can determine if you could be given some data (limited, as you said).
