In general the proposed policy makes sense for searching entity names for subject headings; it would be nice not to need to look them up in the two separate files (if I could even remember to look in the name authority if it were not found in the subject authority file!). On the other hand, if the need for a name heading is less frequent, why could there not be a blanket policy that the name of the place followed by (Agency) would be the standard for use as a name heading? Especially this could work if LC has ensured that each park, forest, wildlife reserve, etc., has a subject authority entry. That would give the form of the name itself if there is more than one form, as when a national monument has become a national park, or when a wilderness has been renamed. That said, apparently the need for name headings of this type is less frequent, meaning there would not be many in the name authority file.
