The contract was 15 or 20 years old, but I doubt it has changed. For what it's worth, back in 1916 the C&GS was authorized by Congress to disposed of its stock of outdated nautical charts by donating them to schools, on one condition: Act of July 1, 1916 (39 Stat. L., 262, 320): "Charts of the Coast Survey that are obsolete and have been superseded … may be distributed free to educational institutions … stamped … 'For school use only.'" The stamp was supposed to make sure they weren't resold, but also to make sure they were not used for navigation. Anyway, for nautical charts received on deposit, libraries have to stamp outdated editions. I don't know about other navigation charts, but it seems likely they would have the same condition attached. -- -Jon McConnel U of OR Geography grad student
