Could there also be an issue of no copyright restrictions for domestic use
versus restrictions for foreign use?  I haven't read the code, but have
wondered if the public domain just applies to U.S. taxpayers or citizens.

Government documents are in the public domain, and have no copyright
restrictions. If a private contractor produced the map for the government,
they may have a copyright on it, but you would see their name on the map
somewhere. Hope this helps.
