Are you looking for historic land ownership data or current? I know many commercial sites offer land ownership info in a digital format - Rockford Map Publishers comes to mind - but they may not have maps for PA or WV. Of course, they charge for this data. If you're looking for historic information - many online digital map collections may include plat maps that might be of help. Good luck.
