In general the overall response was that cases should be unlocked during regular hours. In several instances this was qualified by need to have a visual overview of the room and persons to assist and monitor the room. Where the response was to keep maps locked there was indicated that special circumstances such as the maps not being in a limited space such as a room or where the population that used the services were beyond those of the college/university community (such as metro areas at public universities). Without exception older and/or rare maps were to be kept protected (or in another collection such as a rare book room). I appreciate everyone's thoughtful responses - they have been most helpful in clarifying the decision.
