I've not had any trouble with the standard or optional formats although the new SDTS format gives me trouble in Arc/Info. I can't speak to the accuracy or completeness of the data. Of course if he wants to stitch together 1:24K's, it's more work than stitching together 1:100K's (which for CT, RI, and MA wouldn't be fun after a while either).
