I've never seen one with more than 2 or 3 states. Let me know if you find one that has access to the entire US and free accounts for general public. I doubt it exists. I get the feeling that ProQuest is pretty strict with their licensing requirements. The only other source I know of is direct from EDR. But they charge per location and are not cheap.
