Like you Ed, we went through much hand wringing, but ultimately the folks at GE outreach were kind enough to supply us with the method and application that can be pushed and installed locally through a networked environment. As far as I can tell, GE is pretty liberal in giving out their pro licenses to not for profit institutions... not sure how they deal with .edu or .gov though. http://earth.google.com/outreach/program_details.html They're also keen and always somewhat surprised to hear about innovative ways we in the map library world are using their tools, and have, by our experience, been very helpful, walking our IT through every step, mollifying fears of network security and other issues along the way.
