I did go through some nautical charts we have to see if enough data
appeared on them but no luck. However, I have begun looking for
collections of older charts, which you are right, may have topography on
them.

The official Spanish site has a topo-map GIS on it and though they show
contours, there is absolutely no elevation data. without knowing the
reference to elevation I can’t do much. assuming sea level is zero and
guessing intervals to be at least 20 meters, one could almost make a
model from this, but they unfortunately need actual heights for what
they must do.

If I come across nautical charts for this that work, I will let you know.

I'm not seeing Tarifas specifically, but I didn't look to hard, but the nautical charts I'm looking at have topo lines:

I bet older Admiralty charts have good detail on them too.  There are 1500 older charts here:

You may need to dig, as not every placename will be searchable.  But I got lots of hits on Gibraltar.
