Barbara, We have these digital files for New York State that we got from NARA. They are in a (JPG) raster format and would need to be georeferenced to make them vector files to use in a GIS. I don't know of any source that would have these files in a GIS-ready vector format. Others may chime in of they know of a source. John A.
