This is covered by RDA 2.7:

Date of production is a core element for resources issued in an unpublished form. Other sub-elements of production statements are optional.

For manuscript materials, I haven't been including $a or $b in 264 _0.

This is confusing to me. Is this right? AACR2 didn't have a subfield a or b because the item wasn't published. 

Can someone tell me what is the correct way to do a 264 for manuscript items?
