What I had done to resolve this is to use item records for each quadrangle,
but not a bibliographic record for each sheet.  I used a bibliographic
record for each state series, with item records attached for the
quadrangles.  It allows for accounting for each of the sheets, without
needing to clog the system with thousands of bibliographic records. The
names and dates for each sheet are included in a volume field in the item
record.

The model is a multi-volume work where each volume has a separate title, or
a journal with numerous volumes and issues.
