The Chief of the Geography and Map Division serves as the senior information specialist on cartography, geography, and geographic information systems (GIS) in the Legislative Branch of the Government. Under his or her general direction, the Geography and Map Division is responsible for the acquisition program, custody, and effective use of the largest and most comprehensive cartographic collections in the Western Hemisphere, including over 5.2 million maps, charts, atlases, globes, models and other forms of cartographic materials and geospatial data sets.

This position is located in the Geography and Map Division, Collections and Services Directorate, Library Services.

The position description number for this position is 350215.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining unit position.

Relocation expenses are not authorized for the person(s) selected under this vacancy announcement.

Duties

Provides professional, technical, and administrative direction for all activities of the Geography and Map Division. In collaboration with the Sections Heads and Administrative Secretary of the Division, plans, develops and directs the acquisitions, processing, custodial, reference, bibliographic, research, and product production activities of the Division.

Maintains the highest professional standing in the intellectual community and sustains the prestige of his or her Division and of the Library of Congress in the academic world by continuing to carry out and publish research in his or her area of scholarly specialization, often making use of the collections at the Library of Congress. The results of this research may be published by suitable academic journals, academic presses, or in Library publications. Suitable time to carry out such research will be employed by the Chief, consonant with his or her administrative duties.

Performs the full range of human resource management functions related to supervised staff. Sets and clearly communicates performance expectations for staff and oversees performance management principles in accord with Library regulations, procedures and collective bargaining agreements. Provides informal feedback and periodically assesses staff on organizational performance. Resolves informal complaints and grievances and takes necessary personnel actions. Provides advice and counsel to staff and subordinate managers on work and policy matters. Effects disciplinary measures in the Division, including initiating and approving or disproving adverse actions, and may serve as a higher-level authority for reviewing adverse actions outside the Division. Reviews and approves or disapproves leave requests. Ensures all Division staff are trained and fully compliant with Library's safety and security regulations.

Formulates and puts into effect (within the general framework of Library regulations) policies and procedures for enriching and extending the geographic, cartographic, and GIS collections of the Library and for improvement of its services. Responsible for the formulation and administration of policies affecting the Geography and Map Division. Participates in the development, evaluation, and implementation of high-level policy for agency-wide programs. Serves as the key advisor on various programs and events of the Service Unit.

Establishes and maintains effective working relationships with various high-level managers and officials, including Members of Congress and their staff, other legislative and executive agencies, members of the Madison Council and other executives of major corporations, and distinguished members of the public including scholars, to advance the mission of the Geography and Map Division and the mission of the Library of Congress, furthering its strategic goals. Establishes and maintains close and cooperative working relationships with Library of Congress officials and Service Unit management, other government agencies, and academic and cultural institutions with related interests in the subject areas of the Division.

4. Ability to lead people and manage a workforce**: The person in this position must have the ability to recruit, retain, supervise, and manage a highly qualified, well-trained diverse workforce. This includes applying “best practices” in human resources capital management.

5. Ability to identify and analyze operational problems and develop solutions to improve business performance**: The person in this position must have the ability to anticipate, analyze, develop, and plan the strategies necessary to coordinate and solve operational issues and problems. 6.
