My understanding: A pictomap is a standard topographic map with imagery where the colors have been value enhanced or classified into easy to interpret classes (as opposed to a raw image). A pictorial map is an artistic map rendering, usually with elaborate artistic renderings of structures on the map and often at an oblique angle.
