I noticed this did not get a lot of suggestions.

I think GeoTIFF and GeoJSON are good formats to use for
archival purposes at the moment.

I would encourage very verbose metadata, that should
probably also include current data conversion techniques
using gdal or similar methods.  An annual review of the
collection with attendant conservators might also be
warranted.
