There are a number of tools available: https://www.loc.gov/marc/marctools.html I have no experience with any of them, but perhaps MarcEdit would suit her needs: https://marcedit.reeset.net/ This is probably more a question of what do you want the final solution to look like. It may not be hard to create a home-grown solution to this.
