That looks an awful lot like a Sinomaps (aka China Cartographic Publishing House) product. It may be on their (not very good) website [http://www.sinomaps.com/english/html/home.html]? Or try Eastview Info Svcs [https://www.eastview.com/resources/maps-atlases/], which sells a lot of their stuff.
