Responsibilities
The Geospatial Information Systems (GIS) Analyst performs and provides leadership in the development, management, and maintenance of Geographic Information Systems (GIS) and spatial data systems in the Geography and Map Division.
Plans, implements and manages GIS and spatial relationship technology projects to meet the analysis and information requirements of CRS analysts, Congress, and other information professionals.
Designs, maintains and manages GIS datasets and related management systems, which may involve planning, importing existing digital data, and/or converting data. Ensures national data standards and other applicable GIS standards are met. With the concurrence
of the supervisor, assigns segments of projects to staff and reviews project work.
Utilizing integrated computer models and other tools, conducts analysis of highly complex geo-referenced data that may be highly incompatible or uncertain to determine resources, conditions, and trends. Models expected results to provide an authoritative
basis for congressional consideration of alternative options to address significant policy issues and recommends the most effective presentation of data.
Manages and integrates the use of various GIS and database management software. Configures standard software and data to meet information and analytical needs. Develops and implements data documentation procedures and data distribution using appropriate
technologies, e.g., the Internet, hardcopy, and digital. With the concurrence of the supervisor, assigns segments of management and data configuration to staff and reviews project work.
Serves as the senior expert for the Library’s Digital Geospatial Data Collection. Manages the Library’s Digital Geospatial Data Collection in all file formats. Develops an annual and long-range geospatial data collections program. Develops and implements
an evaluation strategy for the acquisition of geospatial data.
Prepares and reviews a wide variety of highly complex written materials, e.g., GIS project plans and proposals, data dictionaries, presentation and reference materials (graphics), and reports.
Ensures the correct and appropriate application of geographic and cartographic concepts and principles to database development, analyses, and production of high quality digital and hardcopy GIS products. Modifies standard techniques and methods of graphical
presentation of complex GIS data and analyses. Recommends best practices, techniques and methods for analysis and presentation of GIS data.
Provides expert technical advice and guidance to CRS analysts, Congressional and Library staff, Information Technology Specialists and information professionals in obtaining GIS and cartographic data needed to respond to congressional requests and in
the presentation of that data, including web-based interactive solutions. Stays abreast of state-of-the-art developments and advancements in GIS technology. Investigates and recommends techniques to improve GIS products and services. Deploys new or novel spatial
analytical methods and technologies to resolve problems related to presentation of GIS and spatial data.
Serves as the senior expert on all aspects of cartography, and plays a key role in resolving cartographic problems on GIS committees and projects. Builds a network of professional relationships in the Library and with other federal, state, and local government
agencies, and private organizations to facilitate data procurement and sharing and cooperation on various GIS, information management, research and resources-related projects.
Conducts and coordinates Division- and Service-wide outreach programs to promote use of GIS applications in developing Library Services products. Develops training plans, and trains and instructs staff in the use of GIS applications and related technology.
Coordinates, organizes, and provides briefings and other presentations to staff and, participates with other Library of Congress experts in providing briefings and other presentations to congressional and Library of Congress clients.
Participates on congressional and Library of Congress GIS teams and committees.
