Two minor additions/corrections...
1) Students could not play poker with maps as the items were not allowed to leave the building until the very end of the project.
In fact, students were allowed to use congressional offices in the state/district to which the pallets were being mailed used their official "franking" privileges to send the items to the various institutions. (This made sure that the maps were being sent to
"institution x" rather than "person x")
2) In a recent discussion of this very topic Greg March from the University of Tennessee found an article in the LC Information Bulletin on this very project
