Andria, The student might check the Proquest Congressional site for "serial maps" - the U.S. government may have published reports about this topic back in the 1920s. Maryland has many of the original maps that were scanned by Proquest several years ago, though I don't have access to them at this time due to the pandemic.But the on-line map copies may be useful to her.
