Just a guess, but dancer Tina Ramirez (who went on to achieve greatness) toured with Frederico Rey and company circa 1945-48:

Subject: help needed: more map trivia

All,

I continue to examine Christmas-themed maps by General Drafting.  There are 2 elements in their 1948 map that I need some help with.

Who is General Drafting paying homage to in these images???

Santa & "Tina" are dancing at the US-Mexican border.  Who is "Tina"?  Was this an homage a famous dancer at the time?

I recognize but cannot place this image of a movie director.  Who is this supposed to be?

Many thanks in advance,

Christopher J.J. Thiry
