Krina,
Instead of using 'region' for neighborhoods in our city, we would add
individual neighborhoods as additional subject headings, if it's only a
few, and if bringing out the neighborhood makes sense. That way, if the
material is detailed enough to provide useful information about several
individual neighborhoods, the researcher can find that information.

If the material covers more than a few neighborhoods, we would revert to
using the City as the subject heading.

Otherwise, I agree with what's been said here already about NOT using
'region' for neighborhoods.
