Hi Heather,
Harvard Geospatial Library data download functionality is not working right now, but I found the dataset on a dvd in our stacks. The
data was downloaded from the FAO Africover database and only contains province level boundaries. We have
a paper map with all the data from published in January 2003, so if nothing else digital turns up and the researchers want a scan let me know.

Subject: In search of Rwanda Administrative Boundaries - 2002
Hi,
We have some researchers looking for Rwandan administrative boundaries (Levels 1, 2 & 3) for 2002. The 1996 shapefiles found in Stanford's Earthworks (From Columbia) that are too early
and I haven't been able to download the 2002 boundaries from Harvard (also found on Earthworks). Not sure what levels of boundaries are even in this file.
And 2007 is too late.
Any ideas where I can find this before I tell them that they have to make it themselves?
I have tried a few other places like
Humanitarian Data Exchange and
geoBoundaries.
